Plan commission defers Capstone Residential PUD after incomplete submission

The Crown Point Plan Commission on June 24 voted to defer action on petition 25-30, a planned-unit development (PUD) for Capstone Residential Subdivision at 2021 West Third Avenue, after staff said the applicant had not filed all required materials. The commission set the deferral to the Sept. 22 meeting.
Planning staff told the commission the petitioner had not submitted required engineering and other documentation, so the item could not be considered this evening. The commission chair noted the deferral and invited interested members of the public to obtain project records from the city executive secretary.
During discussion members and at least one attendee raised concerns that remain unresolved pending the resubmission: whether detention ponds were being treated as usable common space, whether the city’s sewer capacity would accommodate the development over the next five years, and whether the petitioner had provided a construction schedule, school-impact or tax-impact studies and other analyses the commission can request for large subdivisions. One attendee said he had provided documentation from an Indiana environmental office that is now in the file and will be presented when the petition returns.
No formal testimony for or against the petition was recorded in the meeting packet; planning staff reported there were no letters of remonstrance or support on file at the time of the hearing. The motion to defer was made, seconded and carried on a roll call vote with all members present voting to defer.
The commission directed that the petition return to the Sept. 22 agenda once the applicant submits the outstanding materials and that the planning department make the submittal file available to the public through the city executive secretary in the intervening weeks.
The deferral means the commission took no zoning action tonight; further review and any future vote will occur after staff confirms the file is complete and after any required public notice for a continued hearing.
