Participants approve invoice payments, advance RDC funds for Kirby pipe-trail extension pending DNR reimbursement

Participants at the meeting approved payment of invoices that included an advance from RDC funds to pay a vendor working on the Kirby pipe-trail extension, with staff saying the state Department of Natural Resources has already approved the project and reimbursement is expected.

The decision was made to avoid delaying a vendor payment while the city waits to receive the DNR funds, a staff member said. “The city has approved, has been approved by the DNR for funds for the pipe Trail extension, Kirby, under construction. However, we have not received those funds as of yet so as to not delay payment that's owed to the vendor. Check-in with FSC and the legal department requesting RDC funds in this amount listed, and then they'll be reimbursed once the city receives those,” the staff member said.

A meeting participant asked for confirmation that the project would be 100% reimbursed. The same staff member replied, “It should be forthcoming. We're a little surprised on that we haven't received it now. However, like I said, I probably don't it's not fair to the vendor to wait, but we should be getting it literally any day from the DNR.”

Officials approved the invoices as part of the payment schedule listed as 202509031. The motion to approve the payment schedule carried on a roll-call vote recorded in the meeting (see actions). The staff member also described the payment as a reimbursement to the REC once DNR funds arrive.

The approval allows the city to pay the vendor now and seek reimbursement from the DNR later; the meeting record did not specify an exact reimbursement date beyond staff saying it should arrive “literally any day.”
