Board approves Reese Wholesale Storage expansion encroachment, with detention and bond conditions

Project consultant Joseph Heck of Projects Plus presented plans on Sept. 2 for Reese Wholesale Storage to address previous unpermitted stone fill in the Canary regulated drain by removing a portion of the stone, installing a dry detention basin and adding a new outlet pipe to the Canary ditch.
Heck said the city of Franklin had cited the site for improvements placed without permits and that the proposed work would remove stone from the floodway and reduce impacts to the legal drain while providing a dry detention area on-site. He described the proposed outlet and said the plan is intended to meet Franklin's and county release-rate requirements.
Surveyor Greg Cantwell told the board the site had been reviewed by the county's outside engineer, who recommended approval given the site's limitations; Cantwell recommended the same bond condition used elsewhere: 125% of the engineer's estimate for work inside the easement.
Board action: A board member moved to approve the encroachment request contingent on the suggested bonding; the motion carried.
