Contract remediation covered by architect; district nearing facility construction closeout

Project staff told the board Sept. 8 that construction punch-list work at the new Franklin facility is nearly complete and that the district is close to contract closeout.
The presenter said dock remediation is finished and that Arizona Mission (through the architect) picked up the cost for the dock-height issue, meaning the district incurred no charge for that correction. The district reported that Duke Energy had completed overhead-to-underground work on front-line power poles and that JC Fiber and MetroNet remain in the process of relocating communications lines; staff said final asphalt and striping cannot be completed until those relocations are done.
Staff said remaining work is primarily minor punch-list items and asserted the project remains within bond contingency and budget. The speaker said staff anticipate final numbers and contractor closeout by the November board meeting and that retainage release will follow contract-completion confirmation.
Commissioners asked several clarifying questions about contractor communications and the timeline for final asphalting; staff said they expect to have numbers closed out by the November meeting and to be able to consider releasing retainage if remaining items are complete.
