District Director Jesse presented three quotes for what the agenda described as the same sign. She told the board that one vendor, ASA Signs, proposed a 12-millimeter display that staff were told is largely discontinued; Green Signs and SignCraft proposed 16-millimeter displays consistent with the district specification. Jesse also reported that Green Signs offered installation in its quote and that Green Signs had local experience installing signs in Franklin and Parkersville.
Commissioners discussed permitting. Jesse said staff had asked vendors to check with the city about permits and that a sign permit fee would apply; she cited a figure of $525 per permit and noted that, if a variance were required, the cost could increase and the chosen contractor would need to supply engineering drawings and pay associated fees. Commissioners added language to the approval that would require staff to return to the board if total costs exceeded the approved ceiling because of variance, permit or engineering charges.
Commissioner Qualls moved to approve the Green Signs proposal, with the condition that any variance or permit-driven cost above $24,007.19 come back to the board; the motion was seconded by Ron West and carried by voice vote. Jesse said the district already has power pulled to the wall-mount location and blocking in place for a wall installation.
Staff will file the sign permit with the city and confirm whether a variance or illumination limits apply; if a variance is required or permit fees exceed the approved amount, commissioners expect to review the additional cost and any required design changes.
