District awards yard-maintenance contract to Driver Property Services after comparing quotes

Johnson County Solid Waste Management District commissioners voted Sept. 8 to award yard-maintenance and snow-removal services to Driver Property Services after reviewing two responsive quotes.
Jesse, the district director, presented two returned bids (Driver Property Services and Bucks) and said she had attempted to solicit three bids as required by statute but that one vendor failed to respond. Jesse told the board Driver's proposal included edging, weeding and differentiated ice-melt strategies for asphalt and sidewalks, and that Driver provided more detail and an explicit 24-month price-term than the other respondent.
Commissioners discussed whether to approve a rate or lock in a notional number of mowings. The board agreed it was prudent to approve the contractor's rates rather than a fixed number of mowings because annual mowing frequency depends on weather. Jesse said Driver's estimate using 35 mowings would equate to about $5,400, while the competing quote had a lower per-mow figure but lacked comparable scope detail.
Commissioner Mark Myers moved to accept Driver Property Services based on responsiveness and scope clarity; Commissioner Ron West seconded. The motion carried by voice vote (ayes). Commissioners directed staff to rely on the quoted rates and to begin service as soon as possible for existing landscaping needs.
Jesse said the city of Franklin had been cooperative around permitting and that the district would begin work immediately to bring the temporary landscaping installed for the certificate of occupancy into an established lawn. The district noted snow-removal pricing is structured either by hours or by inches in the bids, and that the winner will be billed according to actual service delivered.
Clarifying details remain: Bucks' scope and whether his lower rate includes edging and weed control; Jesse said she could not confirm Bucks' detailed inclusion because Bucks did not meet with her directly. The director said the district would start the chosen contractor immediately to address current overgrowth and to prepare for fall lawn establishment.
