Ms. McDonald presented the annual categorical transfers to the Winchester School Board and said the transfers reclassify budgeted line items to match actual expenditures across the operating fund, federal-grant fund and the construction progress fund (the transcript labels this the $9.31 fund).
Nut graf: McDonald said most transfers reflect reclassification of budget lines — moves made to align the budget with the annual-school-report coding or to move budgeted amounts from one account to the account that actually paid expenditures.
McDonald explained that reclassifications are routine and may be necessary when the district initially budgets in a single account and later moves expenditures to a different account that better reflects actual spending. "We bring these to you once a year for all of the transfers, categorically, that we do, across different categories within funds," she said.
Board member Mr. Rothamal made the motion to approve the categorical transfers; Dr. Tedrow seconded. The board approved the transfers by voice vote with no recorded individual roll-call votes.
Ending: The board approved the fiscal-year 2025 categorical transfers; finance staff will finalize coding and reconcile grants as part of year-end closing activities.
