Planning board grants one-year extension for Snowy Owl Estates subdivision

The Cumberland Planning Board voted Aug. 19 to grant a one-year extension to SVR LLC/NV Construction for the Snowy Owl Estates major subdivision on Old Grey Road. The developer said much of the underground utilities and site infrastructure are complete but that relocation of utility poles and coordination with utility companies delayed work and prevented paving this season.

Why it matters: The developer asked for the extension after utility relocations took longer than expected; the town holds a performance guarantee (letter of credit) that would be callable if public improvements are not completed and the developer fails to satisfy conditions within the applicable approval period.

What the developer said: Project manager John Webster and NV Construction indicated that blasting and earthwork are largely finished, underground sewer and storm structures are in place, and detention areas are stabilized. Utility pole relocation that blocked the road connector took about 14to 15 months to complete. The team said they expect to pave in the spring and believed the remaining public improvements could be finished within the one-year extension.

Board action: After a brief public comment from an abutter who said the timing mattered because she plans fence work, the board approved the requested one-year extension.

Next steps: The developer will proceed with completing remaining public improvements and coordinate inspections with town staff. If the owner fails to finish improvements within the extended approval, the town may require reapplication or call the performance guarantee to complete public improvements.
