Committee reverses earlier rejection, approves Utility Communications camera invoices after contract review

The Westhaven ARPA Committee on Sept. 2 approved three previously rejected invoices from Utility Communications for camera equipment after staff and auditors confirmed the vendor’s Massachusetts state contract could lawfully be used by the State of Connecticut.
Committee members said the invoices were initially rejected because they did not meet the committee’s procurement concerns. After further review, staff found language in the Massachusetts contract permitting other states to utilize the contract and UHY (the committee’s reviewer) confirmed the permissive use. “Further investigation, is that the Massachusetts contract can be used by the state of Connecticut. It is on their contract saying that other states can use it, and UHY confirmed it,” a committee member said.
Given that confirmation, members moved and approved payment for the three invoices for camera equipment from Utility Communications. The committee recorded the approval as a motion carried by voice vote.
