Committee approves Diversity Construction payments for West Shore bunkhouse work; stair fix credited to donated labor

The Westhaven ARPA Committee on Sept. 2 approved payments and change orders for Diversity Construction related to bunkhouse work at West Shore and other city projects, and discussed a stair code issue that delayed final completion.
Committee members approved a $13,110 payment listed on pages 56–58 for Diversity Construction, plus a West Shore payment of roughly $13,008.60 and a subsequent payment app of $5,184.51 for the same project. The committee also approved a change order of $2,001.43 for smoke and carbon detectors.
When asked whether the project was complete, a committee member said, “It is a 100% done,” and the discussion noted the East‑side stair did not meet code as originally specified. Committee members said that city carpenters provided donated labor to build the landing form and that the donated work helped secure the certificate of occupancy. Members noted the remaining pay item was retainage.
Motions to approve the payments and change order carried unanimously. The committee recorded that one portion of the project had required code corrections, which were resolved with donated city labor rather than additional contractor billings.
