Carroll County EDA holds closed session under Virginia FOIA and certifies compliance

On Sept. 9, 2025, the Carroll County Economic Development Authority convened a closed session pursuant to the Virginia Freedom of Information Act and returned to open session with a formal certification. The chair read a resolution affirming that the closed session was conducted in conformity with Virginia law and that only matters lawfully exempt from open meeting requirements were discussed. The chair recited language referencing Code of Virginia §2.2-3711 and asked each member to certify. Several members responded individually, each saying, “I certify.” Earlier in the meeting a motion to go into closed session was made and seconded; the board voted in favor and convened the closed session. After the closed session, a motion to return to regular session was made, seconded and approved. The board then passed a resolution certifying compliance with the Virginia Freedom of Information Act; the certification statement read, in part, that “only public business matters lawfully exempt from open meeting requirements under the Virginia Freedom of Information Act were heard, discussed, or considered in the closed session.”
