Space Needs Committee told electrical, finishing delays holding up Conflict Defender building occupancy

County staff told the Space Needs Committee on Sept. 3 that the new Conflict Defender building cannot be occupied yet because utility service and finishing work remain incomplete. Tom Windus, superintendent, said the county has paid permit fees and RG&E has scheduled a pole installation that must precede service connections: “Once they put the pole in, then they can run their wires.”
The nut graf: The facility remains incomplete because (1) RG&E service and separate services are required by the utility, (2) many exterior and finish items are on a punch list, and (3) no single general contractor is accountable to force faster completion, according to staff.
Windus told the committee the project will have two separate services from the pole—one for the Conflict Defender building and another for the board of elections—because the utility would not permit a single service for two buildings. He said exterior painting and other finish work have been “very, very slow and very, very poor” and that the county will not accept the property until it meets the punch-list conditions.
The committee also heard that some doors and windows were special order and delayed, and that card-swipe access hardware remains to be installed even though wiring is present. Windus described scheduling and procurement issues: “Nothing is stock anymore. Everything is special order and it takes them forever to fabricate them.”
Discussion vs. decisions: no formal acceptance of the building occurred. Staff confirmed they will continue to withhold acceptance until RG&E connection, final finishes and security hardware are completed, and they are pushing contractors and manufacturers to finish outstanding items.
Ending: Staff told the committee they will continue to monitor the contractor work and return when utilities are energized and the punch-list is complete.
