The Special County Operations Committee unanimously voted on Aug. 14 to forward to the full board a resolution approving a tentative three-year collective bargaining agreement with the Police Benevolence Labor Committee covering county police lieutenants. The agreement calls for cost-of-living increases of 5% in year one, 4% in year two and 4% in year three, plus an additional 2.5% increase in the first year intended to address pay compression between deputies and lieutenants.
The agreement matters because it sets the lieutenants’ pay increases for the next three years and requires a budget amendment to cover the added wages. Angela, a county staff member who briefed the committee, said the union already ratified the tentative deal in August and that the contract includes a few “minimal language changes.” The committee noted a separate budget amendment of $73,000 to cover the first-year wage increase.
Angela summarized the key pay provisions and the compression adjustment, saying the 2.5% addition in year one is intended to “address compression” so lieutenants maintain a wage gap above the highest-paid deputies. Committee members thanked staff, including Angela and Shauna, and Sheriff Watkins for their roles in negotiating the agreement.
Committee member Ms. Duncan made the motion to place the resolution on the floor; Ms. Daley seconded. Voting was opened and the committee voted in favor, with the chair stating the committee was “all in agreement.” The committee’s approval forwards the resolution and associated budget amendment to the full board for final consideration that evening.
There were no public comments on the item during the meeting. With that business concluded, the committee adjourned.
The committee discussion consisted of the staff briefing and the procedural motion to advance the resolution; no additional motions, amendments or dissent were recorded in the committee transcript.
