Commissioner of Social Services Don Horne told the Ways and Means Committee that he will apply for two 2026 grants from the National Children’s Alliance to support the Allegheny County Child Advocacy Center.
Horne said the first grant is a 2026 Core Grant for $50,000 to cover operation costs including salary, fringe benefits, program costs, supplies and other miscellaneous expenditures. He said a second 2026 grant request for $60,000 would likewise support the center’s operation and program needs. The resolutions authorizing the applications were moved and seconded and approved by the committee.
Horne presented both grants as intended to support victims of assault who are served by the Child Advocacy Center. The committee approved both resolutions during the meeting, with no recorded opposition. The motions authorized the commissioner to submit the grant applications and to secure funding for the operation of the center for the stated grant period (January–December 2026).
The requests included line-item uses—salary, fringe benefits, program costs, supplies and miscellaneous expenditures—but the committee discussion did not identify specific staff positions whose salaries would be paid by the grants, nor did it cite the grant application deadlines or award conditions.
The committee vote authorized the commissioner to proceed with the applications; the resolutions do not by themselves appropriate award funds.
