Council revises bylaws to match Open Meetings Act for virtual attendance, allows alternates to participate and vote

The Funding Advisory Council approved amendments to Article 4 of its bylaws that (1) align virtual attendance rules with the Open Meetings Act and (2) create a process for alternate delegates, including a change to allow alternates to participate in discussion and to exercise voting rights.
Staff presented the proposed language to permit virtual attendance for reasons that match the Open Meetings Act; council members said the change is intended to improve attendance for members who cannot appear in person for reasons covered by the statute. The FAC voted on the amendment and the motion passed.
The council also debated whether alternates should be able to vote when a member is absent. The FAC initially proposed that alternates could attend and speak but not vote; after discussion a motion was adopted to permit alternates to be selected and to participate and to vote in place of the absent member. Council members described the adopted approach as the more conservative and administratively workable option until the FAC can revisit selection details.
Both bylaw changes were approved by roll call. Staff said the changes will be incorporated into the bylaws and posted with meeting materials.
