Regional planning commission reports first-round public outreach completed for strategic land-use plan

McLean County Regional Planning Commission staff told the committee Sept. 2, 2025 that the first draft of the countywide strategic land-use plan completed five public open houses and that a second draft with an outreach report is expected by mid- to late-September, followed by a 30-day review and a final draft in October.
McLean County Regional Planning Commission staff updated the Land Use and Transportation Committee on Sept. 2, 2025 about progress on the countywide strategic land-use plan. Staff said the first round of public outreach concluded Sept. 1, after five open-house meetings and outreach to stakeholder groups including township supervisors, township highway commissioners, the McLean County Mayor's Association, the Farm Bureau, economic development representatives and rural municipalities.
Anthony Bauer, representing the regional planning commission, said staff collected roughly 83 online comments in addition to in-person input and will incorporate the public feedback into a second draft planned for mid- to late September. That second draft will include an outreach report documenting where comments came from and how the plan was revised; a 30-day public review and comment period will follow. Staff anticipates a final draft available for official consideration by October, after which local governments may adopt the plan according to their own processes.
Committee members asked whether additional in-person open houses would be scheduled for the second draft; staff said none were scheduled but that hard copies would be available at rural libraries and committee members who signed in at the first open houses would be notified of the second draft. Staff noted two recurring public concerns from the first outreach: the East Side Highway and industrial- or employment-center land-use classifications; planners said they were splitting industrial and employment center into separate land-use categories in the next draft and would meet with city and municipal staff to address the East Side Highway questions.
Committee members suggested at least one or two additional in-person meetings (one rural, one in town) for the second draft; staff said they would consider that and would notify participants who signed in during the first outreach.
