The county zoning board unanimously approved zoning case ZBA2025-0039, granting a special use for Herman Brothers Fisheries to operate an agricultural-related commercial business at 3004 North Tehwa Road in Kickapoo Township.
Andrew, the staff presenter, said the business has operated at the site since about 2022 and that a recent expansion triggered the formal special-use request. He described the operation as focused on pond stocking, corrective stocking and supplemental forage, with the fish raised for sale to third-party private or public buyers. The subject parcel includes a single-family dwelling used as an office, a fish-supply pole barn, three fish raceways, hatchery ponds, a fish-rearing container and areas for truck parking.
Andrew said the operation employs 6 to 7 seasonal workers (day-only), including one full-time office manager, and several outdoor employees. Staff recommended a condition that the special use would be null and void if the business changes hands. Andrew noted the site is adjacent to some residential development but that there were no objections from surrounding property owners recorded in the meeting file.
The board moved and seconded the item and approved the special use unanimously. Any future changes in ownership or substantial change in operations would require review under the staff-recommended condition.
