Committee approves motor fuel tax resolution to start design for Leroy School Road project

McLean County's Land Use and Transportation Committee approved a motor fuel tax resolution on Sept. 2, 2025 that allows the county to enter the Leroy School Road project (CH 40) into the Illinois Department of Transportation motor fuel tax system and begin environmental review and design. The project is planned for 2026 and will be a cold-in-place recycle and resurfacing effort.
Jerry Stokes, county highway official, told the committee the resolution is an early step to get the project into the MFT system with IDOT so the county can begin environmental and design work. "We'll come back with more resolutions for the actual construction cost, but this kinda covers a little bit of construction, our the preliminary design work, and then the construction engineering as well," he said.
Member Ziebarth moved the item to the floor; Member Reeves seconded. The committee recorded an "aye" vote and passed the resolution unanimously. No construction contract was awarded at the meeting; Stokes said the county will return with additional resolutions when construction funding and contracts are ready.
