The McLean County Board, during its regular meeting, approved a series of Justice Committee items covering software, intergovernmental cooperation, grants and an emergency budget appropriation.
Vice Chair Tim Rogel moved approval of a Software Service Agreement with Tyler Technologies; the motion was seconded by Member Beverly Bell and the board approved the item. The board next approved an intergovernmental agreement among the County of McLean, the City of Bloomington, the Town of Normal and Illinois State University for e‑citations; Member Bell seconded that motion. Member Leah Klein announced she would recuse herself from the e‑citations vote because of her employment with Illinois State University.
The board approved a National Integrated Ballistics Information Network (NIBIN) grant program and an Evidence.com/IQ service agreement; that motion was seconded by Member Sean Fagan. The board also approved an emergency appropriation ordinance amending the McLean County Fiscal Year 2025 combined annual appropriation budget for fund 00001, sheriff department 0029. The chair noted that the emergency appropriation requires two‑thirds county board approval pursuant to 55 ILCS 5/6‑1003; the motion was seconded by Member Brian Leffler and passed.
Finally, the board approved a Victims Assistance Program grant agreement (Grant 26‑1070); the motion was seconded by Member Natalie Rosemond Mendoza and carried.
