Regional Office of Education seeks level funding of $302,000 in county budget presentation

At the Aug. 18 county Finance Committee meeting, a Regional Office of Education representative asked the committee to maintain level funding of $302,000 for fiscal year 2026. The presentation said an Illinois Municipal Retirement Fund (IMRF) requirement about two years ago resulted in the ROE becoming the employer of five county employees and that the county was reimbursed monthly for those employees.
"About 2 years ago, an IMRF requirement forced the ROE to become the employer of 5 county employees," the ROE representative said, explaining the change in payroll handling and the monthly reimbursement process. The presenter said the arrangement saved the county about $10,000 at the time because of lower IMRF and insurance rates.
The ROE representative said the Tri-County partners together contribute about $48,000 toward the ROE request, and that the FY26 request is level-funded compared with the previous year. Committee members asked whether the ROE tracks reimbursements and payroll; the presenter said the ROE does the tracking and is audited annually by the auditor general's office, with no findings reported.
No formal vote or committee action occurred on the ROE request during the meeting.
