Finance committee told Microsoft licensing changes and camera replacements are driving IT budget uncertainty

The county Finance Committee on Aug. 18 heard that changes to Microsoft licensing, planned camera replacements and rising vendor costs are driving uncertainties in the Information Technology budget for fiscal 2026. Chris (staff member) told the committee that licensing timing and vendor quote windows are the main sources of the unknowns.

"Microsoft licensing used to be 7 years for Office. This year, they changed it to 5. So anything that's 2019 expires in October this year," Chris said, describing why many Office licenses will need replacement soon. He said vendors are often only able to give firm quotes 30 days out, so several line items are estimates.

The presentation listed increases in software licensing and email licensing tied to Microsoft changes, a reduction in the hardware line driven by cyclical five-year equipment replacement, and added costs in maintenance and professional services. Chris said he added $4,000 to professional services to reflect higher vendor travel and service costs and kept a modest contingency in software lines because the final Microsoft pricing had not been confirmed as of the Aug. 18 meeting.

Committee members asked whether any of those costs would hit the current fiscal year; Chris said his budget was "pretty tight this year" and that unplanned purchases would be covered from within his lines if possible and reported back to the committee.

Camera replacements are handled within the IT-maintained site-improvement lines: Chris described a separate camera project budget for the jail and a general building camera replacement line for other county buildings. No vote or formal direction was recorded on IT spending during the Aug. 18 meeting.

The committee did not take formal action on the IT budget at the meeting; members discussed the items and requested supporting documentation be provided as final numbers become available.
