Chicopee accepts $341,100 mitigation grant to fund streetscape design, bikeshare and police cameras

The Chicopee City Council voted to accept a $341,100 Community Mitigation Grant from the Massachusetts Gaming Commission and appropriated the money for planning and spending on Sept. 2. Mayor and planning staff said the award will be used in three parts: $183,700 for Center Streetscapes Phase 2 roadway survey, engineering and design; $82,400 for Valley Bikeshare operations and administration; and $75,000 to purchase and install police surveillance and license-plate-recognition (LPR) cameras.
“We're excited about receiving the Massachusetts Gaming Commission Community Mitigation Grant,” the mayor said in presenting the awards. The council accepted the grant under Mass. Gen. Laws, Chapter 44, Section 53A and voted to appropriate the funds to the planning special account so the city can receive them on a reimbursement basis.
Council discussion described the grant as a block mitigation award intended to offset unintentional effects from the MGM Springfield casino and noted the planned uses: streetscape design work to advance Center Streetscape Phase 2, operational support for the bikeshare program and equipment for the police department. The appropriation and acceptance motions passed on roll call.
