County director outlines HR transition, transit grant pursuit and regional weights-and-measures growth

Norfolk County’s director reported Sept. 10 that county staff have begun recruiting to replace the departing human resources director and are pursuing related transition support and grant opportunities.
The director said the HR director position has been posted on MMA and Indeed and that the county had received resumes and approved three candidates for interview. The presenter said the county expects to collaborate with other HR professionals to screen and interview candidates; the Dedham human resources director and a former county HR official have agreed to assist in interviews. In the interim the county said it has begun discussions with an individual, identified in the presentation as Timothy Goddard, a former town administrator and assistant town manager with experience in compensation and classification, to provide transition support under a contract if needed.
Why it matters: County HR is central to implementing recently ratified contracts, onboarding replacements and managing payroll and classification changes. The director said the county will continue to use interim and external support as needed to maintain continuity while recruiting a permanent replacement.
Other operational updates presented: - Transit grant: County staff identified a transit grant opportunity through the state and plan to prepare an application; the director said staff will report back when the grant is filed. - Regional weights-and-measures: The director told commissioners that Dedham has signed an intermunicipal agreement (IMA) to join the county’s regional weights-and-measures program. The presenter noted the program now includes the towns of Needham, Canton, Westwood, Franklin, Wrentham and Dedham and that the county recently took delivery of a new vehicle to support the program’s field operations.
Ending: The director requested commissioners consider moving the Sept. 24 meeting time to 2 p.m. to allow for a reception on the HR director’s last day; commissioners indicated no objection. Staff said they will continue recruitment and interim support steps and will provide updates as work proceeds.
