Commission reviews pending license transfers and ABCC/AVCC processing delays

At the Aug. 12 meeting, the City of Garner License Commission reviewed several pending matters described as "old business," including change-of-manager filings, transfer applications, and annual license renewals that are still under ABCC/AVCC review.
Items discussed included a change-of-manager filing for Garden Lodge that received "no action" from the ABCC because of missing or incorrect documents and has been resubmitted; a Sao Yai Asian Cuisine transfer that the ABCC has confirmed as complete and is pending investigation; a new-premises annual alcohol application noted as submitted and pending ABCC review; and a SouthGuard Mini Mart stock-interest change submitted to the ABCC and still pending. The South Carolina Hotel boarding-house renewal was issued on July 31, 2025, but a subsequent transfer application was returned for missing signatures and a financial document; staff said the applicant dropped off corrected paperwork on Aug. 6 and the clerk is reviewing it.
Staff reported that the ABCC investigator continues to return packets for incomplete filings and that the clerk has provided applicants with checklists of required items. Commissioners asked staff to follow up and indicated these items will appear on the next meeting’s agenda if documentation is completed.
