College foundation’s proposed classroom addition at 42 Linus Allen Ave. continued while DEP review pending

The Conservation Commission continued to Sept. 22 a notice of intent from the Massachusetts Community College Foundation for a proposed building addition, parking and drainage improvements at 42 Linus Allen Ave.
An applicant representative (speaking for the foundation) described a west-front addition of about 2,000 square feet, a new south parking lot, and associated drainage improvements intended to keep stormwater in new catch basins. The representative said the project would propose about 1,800 square feet of riverfront restoration using a local wildflower mix and that some work would occur within the 200-foot riverfront area of Mahoney Brook and within a 100-foot wetland buffer.
Commission questions focused on the precise location of the addition relative to protective buffer zones (the representative said part of the new classroom area is about five feet from a 60-foot zone), stormwater management details and erosion controls. Commissioners and the applicant discussed replacing straw wattles with newer erosion-control products to reduce the chance of introducing invasive seeds; the commission suggested updating plans and specifications once DEP comments are received.
Justin (staff member) said the commission had not yet received DEP comments and that the hearing should be continued until DEP has reviewed the filing. Commissioners voted 6-0 to continue the hearing to the Sept. 22 meeting.
No DEP comments or final stormwater calculations were presented at the meeting; commissioners instructed staff and the applicant to provide revised stormwater/silt-control details and to confirm distances to protected zones before the continued hearing.
