Mayor seeks approval for intermunicipal veteran-services agreement beginning Jan. 2026

Mayor Nicholson presented a proposed intermunicipal agreement Wednesday that would authorize the mayor to enter into a veteran-services agreement with the town of Harbison for the period Jan. 1, 2026, through June 30, 2028. The mayor said the town's veteran-service officer, Pam Harbison, is being deployed with the Army Reserves and will resign the local post; Harbison and the town asked to join the city's veteran-service district so services can continue.
"This is not something that's overly time sensitive," the mayor said, adding the agreement would not take effect until Jan. 1, 2026. He explained the city uses the latest census population for each community and charges $2 per person to participate in the veteran-service district; staffing levels are set by veteran-population brackets rather than by the number of veterans who use services. He said the proposed addition of Harbison would add a sixth community to the district alongside Ashfordham, Westminster, Winchendon, Princeton and Ashby, in addition to Gardner.
Committee members asked about staffing and the new director. The mayor said the veterans office currently has a full-time director, a full-time assistant director and a full-time administrative staff member; the new director began his probationary period the day before the meeting. Councilors noted the item should go before the welfare subcommittee for additional review; the mayor agreed. The welfare subcommittee will consider the item at its Sept. 30 meeting, and the mayor said the item will remain on the finance calendar while staff and the council review staffing and budget implications.
No committee vote on the agreement occurred; the item was not recommended to the full council at this meeting and will return to committee and the welfare subcommittee for additional consideration.
