Kelly said a state statute effective Jan. 1 requires intake of building, plumbing and mechanical trade permits through electronic plan review. He told commissioners the city’s land‑use and planning intake has been electronic for several years, but the building division was newly required to accept electronic submittals and began doing so on Jan. 1.
To prepare the department purchased an iPlan table — a touchscreen drafting and markup device — and executed a contract with SafeBuilt LLC, a national building‑department consulting group, to provide backup and technical capacity for the city’s single building official. Kelly said the building official was understandably nervous about the transition and the consultant will assist when submittals increase.
Kelly said staff will continue to accept physical submittals and assist homeowners in person while the new system scales up. He told commissioners the city has not yet seen large volumes of electronic submissions; he expects larger builders and out‑of‑area architects to use the electronic pathway first.
