SANDY, Ore. — The Sandy City Council authorized the city manager on Tuesday to execute a construction contract for Deerpoint Park to N8 Excavation (bid submitted by N H / Ohlman Inc. doing business as N8 Excavation) for $998,000, the lowest responsive bid on the project.
Parks staff described the Deerpoint project as a community-driven park construction that includes grading, right-of-way improvements, a new playground, a paved path and a covered full basketball court. Staff said the bidding process drew six responses with amounts ranging from about $998,000 to $1.24 million; three bids clustered within $22,000 of one another.
After reviewing responsiveness and bidder qualifications, staff recommended awarding the contract to the lowest responsible bidder. Council asked questions about contract warranty and defect remedies, citing a prior park project that required corrective work. Staff and the city attorney said the standard construction contract contains a clause requiring the contractor to correct defective work for one year after substantial completion; council asked that staff and the city attorney review the contract language to ensure common lessons learned from prior projects are reflected.
Council voted to authorize the city manager to sign the Deerpoint Park construction contract and to approve change orders up to the threshold defined in the contract. Staff will schedule construction and coordinate community notifications before site work begins.
