Council approves fiber run to remote water facilities to improve operations and redundancy

The Sandy City Council on July 21 authorized a contract to install fiber optic connectivity between Highway 26 and three remote water system sites (Alder Creek, Terrafern and Sander Cox / Sandercock), a project staff said is needed to support new treatment equipment and to create resilient communications for remote monitoring.
Staff said current communications at several remote sites are inadequate or rely on DSL and intermittent links; the city is also installing membrane filtration at Alder Creek that requires reliable broadband communications. The proposed installation will use a board‑in place fiber construction to improve resilience to storm and tree impacts; existing radio or other links will remain as backups, staff said.
Contract award: The low bidder was Northstar Electrical Contractors, at a lump sum reported in staff materials of about $206,000. Council authorized the city manager to execute the contract with terms substantially similar to the posted packet.
Funding and schedule: Staff said the project will be funded from a special public works loan (Loan B24002) that is part of the Alder Creek improvement work. Staff noted the work is timed to fit the broader construction schedule for the water facilities.
Next steps: Work will proceed under the awarded contract; staff will return with a construction schedule and will report back on any opportunities for additional connectivity to adjacent properties when feasible.
