The Sandy City Council on Tuesday adopted a two‑year city budget totaling $188,040,481 and approved the companion resolution required to accept state shared revenue.
Tyler Wallace, staff presenting the budget, told the council the plan covers the July 1, 2025, through June 30, 2027, biennium and funds about 92.76 full‑time equivalent positions. “The total city budget is $188,040,481 and represents 92.76 full time equivalent employees,” Wallace said during the staff presentation.
The council heard that the budget emphasizes public safety and community livability, improves budgeting for asset replacement, and includes “significant reinvestment” in water and wastewater infrastructure. The budget committee unanimously passed the proposal and moved one amendment: reallocating $467,000 of general‑fund surplus to the council contingency account.
After no public testimony, the council adopted Resolution 2025‑18 (adopting the budget, making appropriations and levying taxes) and then adopted Resolution 2025‑19 to authorize receipt of state shared revenues (fuel tax, cigarette tax and related distributions). Councilors voted separately on each resolution as required by state law; both passed.
During general discussion, staff and council members also briefed the council on steps to reduce the city’s credit‑card merchant fees. City staff said they are negotiating an updated merchant agreement that would reduce fees by about 49 percent and, if finalized in mid‑June, would take effect with the July billing cycle; staff estimated the change will save “hundreds of thousands of dollars” annually. Staff also said smaller administrative changes could save around $80,000 a year.
Council members asked for budget committee minutes and documentation of committee suggestions to be included in the council minutes; staff said draft minutes would be provided for review and final approval at a later date.
The adopted budget becomes the city’s official biennial spending plan for fiscal years 2025–2027.
