City Council approves zone change for Sandy Transit Operations Center from I‑1 to I‑2

The Sandy City Council unanimously adopted Ordinance 2025‑01, changing the zoning for the Sandy Transit Operations Center, 16610 Champion Way (5.72 acres), from Industrial Park (I‑1) to Light Industrial (I‑2).
Planning staff told the council the site already functions as a facility with maintenance bays, storage yards and transit operations and that similar uses in Sandy are zoned I‑2. Kelly (planning staff) said the comprehensive plan uses a single “industrial” designation and therefore no comprehensive plan map amendment was required for the zone change. Staff and the planning commission recommended approval with conditions that future street‑facing buildings meet a more robust design standard while interior buildings could follow simplified I‑2 standards.
Councilors moved and seconded the ordinance for first reading and then approved a second reading in the same meeting, resulting in final adoption by unanimous vote. The ordinance covers approximately 5.72 acres and staff said future site additions would be reviewed through separate design‑review applications.
Council discussion noted the long history of the site and a desire to ensure public facilities are treated appropriately in the code. A councilor suggested reviewing code language in the future to clarify how public facilities are handled in different industrial districts. Kelly said conditions attached to this rezone mirror conditions the city placed on a nearby private rezoning in recent years.
The council closed the public hearing with no members of the public testifying on the item. The formal actions taken were: first reading (motion: adopt first reading of Ordinance 2025‑01; mover: Councilor Maidan; second: Councilor Ramsayer); second reading and final adoption (mover: Councilor Grama; second: Councilor Sheldon). All recorded votes were aye.
The vote record and ordinance text were entered into the meeting record. Staff said subsequent design review and building permit processes will define details of proposed additions for transit and public works use.
