Select Board approves 2025 paving schedule as Chapter 90 funds increase; town to allocate roughly $990,000

The Hamlin Select Board voted to approve the town’s 2025 construction project payment schedule on Monday after the highway superintendent reported a larger-than-expected state allotment and local funds that together total about $990,000 for road paving and related projects. The board’s approval allows the highway department to proceed with a list of resurfacing and repair projects while staff finalizes exact funding sources and minor scope adjustments.The town administrator and highway superintendent told the board that the statewide Chapter 90 transportation program is being increased this year and that the state also added an $80 million supplemental apportionment; both follow formulas that heavily weight road miles. The highway superintendent said Hamlin’s available total—combining state (Chapter 90 and supplemental apportionments) and local highway funds—amounts to roughly $990,000 and that he would adjust funding sources to add about $130,000 compared with an earlier schedule. He asked the board to approve the previously submitted project list so crews could proceed; the board approved the motion to accept the 2025 schedule on a voice vote.Board discussion named several specific priorities the superintendent intends to pursue with local money, including repairs to roads affected by a recent water district project, permanent patches at utility trench crossings, work on Main Street and selected side streets, and the senior center parking lot. The superintendent said some roads affected by ongoing water work will be left to settle over winter and addressed in spring to avoid rework. He also noted that larger state projects such as a planned South Road bridge project are on a separate timeline and could affect local priorities.The board asked staff to circulate a revised schedule showing the adjusted funding breakdown.
