Fairview council repeals two old resolutions, gives city manager authority over employee manual and emergency plan

City Manager Mason requested that the council repeal two older resolutions governing the employee handbook and the city’s emergency operations plan so those operational responsibilities rest with the city manager rather than remain under council authority.
Mason told the council the resolutions dated from about 2010–2011 and that Fairview’s charter moved to a council‑manager government in 2022, which assigns operational duties for employees and day‑to‑day operations to the city manager. “My request is to remove these from the council authority and put them on the city manager’s authority,” Mason said.
Councilor (mover not recorded) moved to approve Resolution 15‑2025; a second was made and the council approved the repeal unanimously. Staff said the action will allow the manager, working with human resources and department leads, to update and maintain the employee manual and emergency operations plan without a separate council resolution each time updates are required.
Mason said the emergency operations plan will continue to include coordination with public‑works and public‑safety partners and that a revised plan is already being updated by staff. No changes to employee pay or staffing were approved as part of the repeal; the action is procedural and moves the documents under manager authority for operational updates.
