Carefree planning commission and EDAB debate parking, signage and implementation dates for village center redevelopment plan

Planning staff and members of the Town of Carefree's Planning and Zoning Commission and Economic Development Advisory Board on July 14 reviewed the Village Center Redevelopment Plan, focusing discussion on parking and circulation, signage placement, facade grants and next steps for implementation.

Staff explained the redevelopment-area designation is enabled by state statute and provides special powers for property acquisition, disposition and use of public funds within the redevelopment boundary. The plan, adopted from the 2015 Village Center master plan, includes goals and five objectives; commissioners said the objectives and goals are not aligned and suggested reconciling them as part of an update.

Signage and circulation: staff said final shop drawings for gateway and wayfinding signs are under production and installation is expected in the near term. "This should be hopefully, by the end of the year," staff said; commissioners discussed a realistic installation window of late December to January.

A consultant-led parking and circulation plan (work led by consultant Kimberly Horne) is expected within about 30 days, staff said. Commissioners noted parking is among the most immediate short-term objectives and urged the town to consider interim and strategic options while the circulation plan is finalized.

Parking acquisition options: several commissioners suggested using vacant parcels shown in the redevelopment vision map (identified in discussion as "Area 1" and "Area 2" behind Athens and other lots) as short-term parking either by lease or purchase. Staff said those parcels are likely to be shown in the circulation plan as "parking/redevelopment" and that appraisals for some parcels already exist. Town staff also said the town has capital funding appropriated for town center work this fiscal year, mentioning roughly $1 million in a town capital account that could be applied to center projects.

"If you have additional land where you can do parking, then you we can talk about overall densities," staff said, noting that available land affects development economics and surface-parking tradeoffs.

Facade program and merchant outreach: staff reported two pre-application meetings and one formal facade application submitted (100 East Street), with Spanish Village preparing another application. Staff said additional grant awards will be considered by a review committee later in the month. Staff also described outreach to property owners and merchants to form a collaborative group and to pursue a market-positioning strategy to target desired tenants and investors.

Implementation timing and plan revision: multiple commissioners expressed concern the redevelopment plan lacks explicit timelines and recommended adding measurable benchmarks and a one-page calendar or two-page work plan showing deliverables and dates. Staff said many objectives were written as short-term (0-2 years), mid-term and long-term and noted some items on the vision map already are complete or in progress. Staff offered to assemble a formal implementation calendar and return with a status update for commissioners and the council.

Next steps: staff will return with the final circulation/parking plan for review and recommended updates to the redevelopment vision map as needed; commissioners also asked staff to prepare a concise work plan showing current deliverables, deadlines and responsibilities.

No formal votes were taken on changes to the redevelopment plan during the meeting; commissioners agreed to continue implementation work and to revisit the plan and potential amendments once targeted deliverables (signage, circulation plan, facade program) are more advanced.
