Council approves bridge deck repairs, turn‑lane change order and streetlight base replacements

The Kingman City Council on Sept. 2 approved multiple capital infrastructure items aimed at road safety and repair: deck repairs for a bridge on Wallapai Mountain Road, a change order for turn lanes on Wallapai Mountain Road, and streetlight pole base replacements on sections of Annie Irvine Avenue and Beale Street.

Bridge deck repairs: staff presented Item N, authorization for repairs to Bridge Number 2 on Wallapai Mountain Road, to be completed under the City job order contract ENG21‑0084. Staff said the fiscal impact is $100,983.10 plus applicable taxes and that the work was budgeted in the FY26 capital projects fund. Council clarified that the eastbound bridge (the second bridge heading east) is the location for the repairs; staff said the bridge inspection occurred after paving and identified damaged embeddeds and a bellows requiring repair. Council approved the item by motion and voice vote.

Turn‑lane change order: Item O authorized Change Order No. 1 for the Wallapai Mountain Road turn‑lanes project. The original contract with Desert Construction approved Feb. 20, 2024 was $240,653.82 to add turn lanes at Seneca Street and Central Street. Property owners later requested coordinated improvements; the revised design expanded Central Street improvements to address drainage and create a more continuous curb, gutter and sidewalk. The change order increases the project cost by $194,209.08, bringing the total to $434,862.90; staff said this total remains within the budgeted amount. Council approved the change order by motion and voice vote.

Streetlight pole base replacements: Item T authorized replacement of streetlight pole bases at various locations on Annie Irvine Avenue and Beale Street due to traffic collision damage. Using the city's job order contract, TR Orr will install new pole bases while the city will furnish and install poles. The project will be funded from the Highway Users Revenue Fund (referred to in staff materials as HEERF) with a total fiscal impact of $69,947.94. Staff said the city attempts to recover damage costs through insurance or risk management when collisions are involved; insurance recoveries, when received, are returned to the fund. Council approved the item by motion.
