Planning Commission presents annual report; commission previewing several large land‑use applications

Planning staff and Planning Commission Chair Paula Holcomb presented the commission's annual report during the March 19 council meeting, summarizing 2024 activity and previewing anticipated work for 2025.

The commission reviewed and made recommendations to council on three sets of development code amendments in 2024, including housing‑related code changes and a second phase of climate‑friendly and equitable communities amendments addressing trees and solar panels in new parking areas. The commission also held a hearing on amendments allowing replacement of deteriorated buildings in certain contexts. Commissioners held several work sessions on other topics and have a busy calendar through June.

Planned 2025 work includes a hearing for an ADT Truck Services expansion, an April hearing for an SMS Petroleum office building on Depot Street (a two‑story office building with parking and site improvements), tree‑and‑street‑tree code updates, and a hearing to adopt housing cross‑sections and street design into the transportation system plan. The commission will continue work on phase 3 of the climate‑friendly parking amendments, with a deadline to adopt by June.

Staff also called out several large land‑use applications that may come before the commission this year, including a potential aggregate terminal/concrete mix plant and the Heritage Springs development along Halsey Street, as well as the Fairview Meadows phases currently under construction.

Chair Paula Holcomb told the council the commission intends to continue proactive review of legislative code amendments and to hold public hearings as applications are filed. Councilors asked clarifying questions and thanked the commission for the report.
