Council approves $1.5 million ADOT IGA for Eastern Street infrastructure

The Kingman City Council on Sept. 2 approved Resolution No. 5573, authorizing an intergovernmental agreement (IGA) with the Arizona Department of Transportation to receive $1.5 million in state funding for Eastern Street infrastructure improvements.
Manager Mary Walsh told the council that Representative John Gillette secured the funding during Arizona’s 2025 legislative session and that the IGA is required by Senate Bill 1737 to receive the grant. “Upon execution, the Arizona Department of Transportation will distribute the funds by 11/01/2025,” Walsh said. Staff recommended approval so the city can proceed with improvements from Calumet Avenue to Detroit Avenue, following completion of phase 1 of the Eastern Street project.
Why it matters: the IGA unlocks state capital funds for a local transportation corridor. Walsh acknowledged support from Representative Biasucci and Senator Angus in advancing the appropriation.
Action: Councilor moved approval of Resolution No. 5573; the motion carried by voice vote and the mayor thanked the legislators. Staff will execute the IGA and coordinate ADOT disbursement and project scheduling under the terms of Senate Bill 1737.
