Council to consider $670,446 contract to master-plan City Campus South; project to include library, police substation and park

City staff presented a proposal on Sept. 2 to master-plan a new City Campus South, a municipal complex near Ironwood and Horton Drive that will include a library branch, a police substation, a park with a lake and a shared public-works/parks maintenance yard. Trina Harrison, the city’s capital improvement plan program manager, said the contract to Arrington Watkins Architects, LLC would be for $670,446 and the planning work is anticipated to finish in March 2026.
Harrison said five proposals were received for the request-for-qualifications, three firms were interviewed and Arrington Watkins was the highest-ranked firm. The selection committee included seven internal staff across five departments. If the council directs, the contract will appear on the Sept. 16 consent agenda for formal award and the city may later bring an amendment to move from master planning into project design and construction documents.
City Manager Bryant Powell and council members described the project as a strategic investment to provide services in South Apache Junction as the city grows. Matt Gorman, Arrington Watkins, attended the meeting with a representative from EDS Management; staff said next steps will include master-plan development, public outreach and subsequent design tasks if the council approves the contract.
No vote to award the contract occurred on Sept. 2; staff requested direction to place the contract on the Sept. 16 consent agenda.
