Chairman Mundt opened public comment on the Willowbrook public‑hearing consent item after several attendees indicated they wished to speak. Rod Van Bieber, a resident of the Marathon Ranch subdivision adjacent to the proposed Willowbrook site, told the commission traffic is a real problem on Riggs Road and urged staff and commissioners to revisit circulation assumptions. Van Bieber said local police had issued a high number of citations on Riggs Road and asked commissioners to consider that data when evaluating access and traffic mitigation. “With over 300 citations issued by the Gilbert Police Department, it is an issue,” he said.
Because speakers were present, commissioners withdrew the item from consent and, after discussion and a motion, continued Willowbrook to November 5, 2025. The commission approved the continuance in a recorded vote. Staff indicated the continuance was intended to allow additional study of traffic and safety concerns raised in public comment and by the commission.
Distinguishing discussion from decision: public comment and staff questions were discussion; the only formal action was the motion and vote to continue the item to Nov. 5, 2025 so staff can return with additional information. No final land‑use approval or denial was decided at the meeting.
