Staff said the site is in the city’s municipal planned area and is adjacent to city‑zoned industrial uses. The planning presentation included an economic report from Applied Economics showing a positive net fiscal impact under several development scenarios; staff estimated a one‑time fee benefit of roughly $67,000 and an estimated annual net benefit of about $7,000 under a blended warehousing/manufacturing scenario.
The council asked staff about compatibility with Luke Air Force Base noise contours. Lerma said the property is located within the 70–75 dB aircraft noise contour and that Luke AFB was included in the review process; Luke had not issued a final position at the workshop. Lerma said the applicant proposed a maximum building height of 45 feet under the PAD standards shown.
Outcome: the council indicated consensus to advance the annexation review and proceed to a petition and public input hearings. Lerma said a rezoning to PAD would follow final council action on annexation and would be presented at a future public hearing when ready.
