Regional Superintendent Reviews ROE Services, Enrollment in Regional Safe School

John Kelly, regional superintendent of schools for Champaign and Ford counties, briefed the Champaign County Board on the Regional Office of Education’s operations and FY26 budget at a legislative budget hearing.
Kelly said he took over the regional superintendent role in March and described core services the ROE provides to about 16 school districts: professional development, bus driver training, attendance improvement programs, special education support (IESC), an agricultural education department, and the Learning Technology Center. He highlighted the Ready program — the regional safe school — which enrolled roughly 130–140 students last year and about 70–75 students at the start of the current year. "We expect that enrollment will get closer to the 130–140 again this year," Kelly said.
Kelly also noted the office conducts health, life and safety visits and helps districts comply with state requirements. He thanked the county boards for continued support. There were no formal budget requests beyond the figures reviewed; Kelly’s presentation was informational and no board action was taken.
