KANE COUNTY, Ill. — Kane County’s Finance and Budget Committee on Aug. 27 approved a set of intergovernmental agreements (IGAs) with neighboring counties that raise the daily placement rate for out‑of‑county juveniles to $225 per day. The new agreements span two‑ and three‑year terms depending on the partner county.
Agreements approved included IGAs with Montgomery, Mason, Shelby and Carroll counties. Each agreement updates the daily detention rate to $225 to reflect increased operating costs of the Juvenile Justice Center, committee members said. The measures were adopted by roll call.
In related action, the committee approved a one‑year extension of the Juvenile Justice Center’s food service contract that increased total payments by $4,350, bringing the contract total to $119,355 for the extended term.
Why it matters: The rate increase is intended to cover rising costs of care and operations at the juvenile detention facility. Committee members noted that the county’s facility provides a regional service that otherwise would require partner counties to transport juveniles long distances.
Process: The agreements were presented as routine updates to reflect cost changes. County staff and the committee also emphasized the regional value of having a local juvenile facility: one member noted partner counties sometimes transport young people multiple hours to reach a placement.
Outcome: All presented IGAs and the food service contract extension were approved by committee roll calls. Staff will implement updated contract terms and notify partner counties accordingly.
