Kane County juvenile detention cited for best practices; board approves multi-county detention agreements

The Kane County Court Services director reported to the Judicial and Public Safety Committee on Sept. 11 that the county99s juvenile detention facility passed an Illinois Department of Juvenile Justice audit, which the director said noted practices that in some cases "exceed county detention standards" and are "indicative of juvenile justice best practices." The director said the office also received statewide pretrial certification for its pretrial department, a new state-level unit, and that county budget adjustments are expected to follow. Committee members then considered a set of intergovernmental agreements for juvenile detention services with Rock Island, Ogle, Lee, Stephenson and Whiteside counties. The agreements, as presented, included a three-year term for Rock Island County and a per diem of $225 per day. The committee approved each agreement by roll call vote and later adopted an umbrella amendment to correct a scrivener99s error in the resolution language. "This facility99s practices exceed county detention standards or and are indicative of juvenile justice best practices," the Court Services director said during the audit briefing. The director said the office expects to request additional budget allocation now that pretrial certification is in hand. Board action: motions to authorize the IGAs were moved and carried by roll call; after passage the committee approved an amendment to resolve a scrivener's drafting error in the resolutions so the documents would reflect the correct wording when sent to finance. The Court Services director said the department will coordinate with finance on budget updates related to the new pretrial certification, and that the facility99s performance may support additional intergovernmental placements going forward. No new county policy was adopted beyond approving the IGAs and the ministerial amendment to correct the language in the resolutions. The committee forwarded the approved agreements to finance for final processing.
