Chairwoman Mika Owens introduced the DOTE report and Council Member Mark Jeffries noted that the Brent Spence Bridge work is being designed to allow for future expansion of Fifth Street to Guest Street and a connection to Third Street. Jeffries urged that a downtown planning process include Queensgate and the reported connectivity changes.
The committee then took public comment from Stefan Pryor, who complained about the city’s 311 phone system and an energy aggregation opt-out mailing. Pryor said callers were “put on hold for 12 minutes” when he used the new 311 system and criticized a mailed opt‑out notice that included a QR code he said did not work. Pryor referenced an ordinance number during his remarks and said the opt‑out window in the ordinance was every three years; he contested that the opt‑out process was not being followed as he understood it.
Chairwoman Owens also thanked city employees for their flood response after the river crest reached 60 feet, saying the city manager planned additional support on the East End for residents affected by flooding.
The committee filed the DOTE connectivity report; no further votes or policy decisions were recorded on the Brimstone Bridal connectivity item during the meeting.
