Council receives report on Camp Washington zoning diagnostic; administration says zoning study separate from Revive 75 plan update

Owens said the conversation originated with Camp Washington Urban Revitalization Corporation and a zoning diagnostic they commissioned. “This started as a conversation within Camp Washington, their CDC, Camp Washington Urban Revitalization Corporation, and really looking at the, impacts of tow yards, within that neighborhood,” Owens said. She said the effort is intended to support housing, business-district revitalization and “thinking about highest and best use of land.”
Administration staff explained next steps and the relationship to the citywide Revive 75 plan update. An administration speaker told the committee, “the zoning study and Revive 75 are technically 2 separate processes,” and said the zoning study could produce recommendations specific to Camp Washington that would proceed before the Revive 75 update and involve detailed zoning problem-solving.
The committee filed the report and the accompanying presentation during the meeting. No formal policy change or zoning text amendment was adopted at the committee meeting; staff described the zoning study as a research and recommendation phase that may result in proposed zoning changes for council consideration.
Council members asked procedural questions about timing and public engagement; staff said the Camp Washington zoning study would include neighborhood conversations similar to those planned for Revive 75 but that the zoning recommendations were expected to come earlier. Owen’s motion and the report direct staff to conduct a thorough zoning diagnostic for Camp Washington and to return with specific recommendations for zoning revisions where warranted.
