Downtown Cincinnati Improvement District files 2026–2029 service plan; committee members ask why stadiums are excluded

The Downtown Cincinnati Improvement District formally submitted its 2026–2029 services plan and budget to the Budget and Finance Committee, staff said. The submission is part of a periodic review process required by the district's governance.

Council member Nolan asked why the district's two stadiums were excluded from the service district. Dr. Dudesch said he did not know the reason and offered to research and report back. Council member Jeffries asked about a year-over-year increase in the district assessment; Dr. Dudesch said the assessment increase reflected an assumption of rising property values.

After those exchanges, the committee voted to file item number 2.

The staff presentation did not include an explanation for excluding the stadiums; the committee directed staff to research that question. No funding changes or specific assessment amounts were adopted at the meeting.
