Committee advances year‑end general fund and restricted‑fund adjustments totaling roughly $33 million

The Cincinnati Budget and Finance Committee advanced two final adjustment ordinances that would reallocate money across the city’s general fund and restricted funds to cover department needs through the fiscal year ending June 30.

City budget staff told the committee the general fund ordinance would move roughly $23 million among accounts and use about $12.9 million from the unappropriated surplus; highlights include $5.8 million drawn from the weather reserve, roughly $6.1 million in transfers within appropriations, and a temporary $600,000 fund advance to the parking meter fund. The companion ordinance would transfer about $10.7 million across restricted funds, including roughly $7.5 million of intra-fund transfers, roughly $2.8 million in supplemental appropriations and $40,000 set aside for a Cincinnati Health Department pharmacy vehicle.

Dr. Dutis, presenting the general fund item, said the transfers ensure departments have resources to make expenses through June 30 and listed departmental uses including $120,000 in savings from the Department of Economic Inclusion for office renovations; $180,000 for Department of Public Services fleet replacement; and $30,000 moved from Human Resources to the citizen job fund for recruitment.

Committee members did not raise substantive objections and the chair directed that both items be placed on for passage.

The measures, as described in committee, are annual closeout adjustments and will be forwarded for formal adoption in the next steps of the council process.
