Vermilion City Council on a July meeting approved emergency ordinances to fund the 2025 street program and associated engineering services.
The council adopted Ordinance 20 25-48, authorizing payment related to the street program in an amount not to exceed $388,276.30, and Ordinance 20 25-49, authorizing Bramhall Engineering and Surveying Company to provide construction-observation and contract-administration services related to Nautical Drive and Larchmont Drive in an amount not to exceed $38,800. Both measures were passed as emergency ordinances, allowing immediate implementation.
Council President John Gabriel presided over the readings and roll calls. For Ordinance 20 25-48 the council suspended rules and then adopted the ordinance after a recorded roll call with council members registering affirmative votes on the record. For Ordinance 20 25-49 the council likewise suspended rules and adopted the ordinance with recorded affirmative votes.
City officials said the emergency schedule is driven by timing on road work and contractor schedules. The ordinances adopt existing rate schedules in consultant proposals and set the maximum not-to-exceed amounts for the finance director to execute payments.
Background materials presented at the meeting indicate the 2025 street program includes work on Nautical Drive and Larchmont Drive and that Bramhall’s services cover construction observation and contract administration under the original consulting engagement for the city’s 2025 program.
The ordinances move forward immediately; further budget adjustments related to the 2025 certificate of estimated resources remain on the council calendar for subsequent readings.
