Committee moves several board policy updates, including open‑enrollment special‑education review and bond‑related trustee language

The Human Resources/Policy Committee reviewed and voted to recommend a set of board policy updates covering volunteers, open‑enrollment processing and bond compliance roles.

Committee members asked why volunteer background‑check language had been removed from one policy; staff responded that volunteer background checks remain a requirement but are covered in a separate, existing board policy and therefore the handbook language was streamlined to avoid duplication. The committee discussed a substantive change to the district’s open‑enrollment policy: new language requires the district to review a student’s IEP and determine whether special‑education services and space are available before denying enrollment on the basis that no special‑education space exists.

Members described the open‑enrollment language change as significant because it changes the timing and documentation required before a denial. The committee requested staff ensure compliance procedures and recordkeeping are clear. Committee members also noted that district bond activity now requires reinstating a previously dormant policy section regarding paying agents, bond counsel and rebate analysis; staff said the district works with bond counsel and financial advisors (Baird) and that the policy language will support compliance as bond work proceeds.

The committee voted to recommend the three policy updates to the full board. Staff said more comprehensive policy maintenance and packet reviews will continue in coming months.
