A county staff member described the amendment packet provided by the Virginia Department of Behavioral Health and Developmental Services and said Russell (county staff) had reviewed the changes. Staff told the board that the amendments must be completed by Sept. 30 and that neighboring localities in the regional CSB are also approving similar amendments.
